Engineering-design firm AECOM, Los Angeles, Calif., recently partnered with HNTB to provide design services for an initiative of the Massachusetts Dept. of Transportation and Massachusetts Bay Transportation Authority undertaken to extend the oldest light-rail line in the United States to improve public transit service in densely populated municipalities.

As a complex government infrastructure project, the $2.3-billion Green Line Extension project requires the development and adherence to a Safety and Security Certification Plan, which calls for thorough documentation that shows that various design criteria are followed throughout construction.

Within the plan are more than 400 certifiable elements or items that must be tracked from the design stage through final construction. These items cover more than 12 different design discipline categories. To improve manageability, the large, complex project was divided into seven smaller construction contracts, each containing between 3,000-7,000 drawings, with more than 500 common specification sections.

The joint-venture team needed a comprehensive, collaborative project-management solution that would provide a secure, common platform for design files, support tracking of the items of certifiable evidence through these contracts, as well as provide flexibility to support collaboration and accuracy.

The team chose as a cloud-based, common platform for all of the design files. The system links the tracked elements with drawings and specifications, giving the entire design team complete access to all design information needed to review contractor submittals and RFIs (request for information).

With the technology, AECOM/HNTB employees can avoid uncertainty about contractual information and ensure that all certifiable evidence is tracked and confirmed across multiple contracts. The system is credited with saving employee costs and cutting contractor submittal turnaround nearly in half.
